I just watched a 50 minute video with Bill Browder in front of a UK senate committee talking about the loop holes Russia uses to sell it oil to the west. There are companies in India, Turky and China that sell Russian oil to the west. He proposed the west to sanction those companies. He also stated, we are at war with Russia, a financial war, we must fight hard with the gloves off. He also stated that the west has sanctioned 300 billion Russian dollars but there is over 700 billion more that is hidden away that we must also sanction and provide this to Ukraine. As far as I'm concerned, we must fight this financial war with financial nuclear weapons. Happy birthday Jake, keep going with the great work.

That is not what they said. They said that it is up to Ukraine to decide how to use the weapons they have been given. In English, in the Western mindset, that is tacit permission. Perhaps, that is not clear to Ukrainians in their post-Soviet mindset of deferring to the higher power giving them weapons to defend themselves with. But they have been given permission since September of last year.

However, the joint statement made by the two dictators showed nothing new. Maybe Putin asked Xi Jinping to give them ammus and weapons behind the closed door.
